The GCG-CPCS Implementing Guidelines No. 2021-01 establishes a Compensation and Position Classification System (CPCS) for Government-Owned and Controlled Corporations (GOCCs) in the Philippines, in accordance with Executive Order No. 150 and Republic Act No. 10149.

GOCCs must implement the CPCS based on their classification and job evaluation results authorized by the Governance Commission for GOCCs. The guidelines describe how GOCCs will be classified based on financial information and complexity, how positions will be evaluated, and how GOCC tiers will be determined.

This order mandates the Governance Commission for GOCCs (GCG) to oversee the implementation of the CPCS, which aims to standardize compensation, benefits, and job classifications across GOCCs while ensuring financial sustainability.

The GCG shall also issue the implementing guidelines of the CPCS, including those relating to affordability, step increments, hiring rates, overtime pay, night shift differential, merit increases, and separation pay programs, taking into consideration prevailing practices in the private sector and the guiding principles provided in the CPCS.
