Ivatt introduced the 4-4-2 Atlantic type to Britain with his 'Klondike' (LNER C2) type in 1898. In December 1902, he built No. 251 by adapting the design and increasing the boiler diameter from 4ft 8in to 5ft 6in. The GNR classified both types as C1, but the LNER classified the large boiler variation as C1 and the small boiler variation as C2.

Under the Whyte notation for the classification of steam locomotives by wheel arrangement, 4-4-2 represents a configuration of a four-wheeled leading bogie, four powered and coupled driving wheels, and two trailing wheels supporting part of the weight of the boiler and firebox.

The 4-4-2T arrangement was built by the GCR, NBR, and GNR for suburban passenger services. The LNER did not build any further 4-4-2T tank engines, but it did take over three 4-4-2T locomotives from the Midland & Great Northern Joint Railway (M&GN) in 1937.

Baldwin's ideas on 4-4-2 tender locomotives were soon utilized in the United Kingdom, initially by Henry Ivatt of the Great Northern Railway (GNR) with his GNR Class C1 Klondyke Atlantic of 1898. These were quickly followed by John Aspinall's Class 7, known as the High-Flyer, for the Lancashire and Yorkshire Railway (L&YR).

Reciprocal excursion running rights existed between the GCR and the Great Western Railway (GWR) during 1904, and C4s operated a number of excursions to places such as Weymouth, Weston-super-Mare, and Plymouth. A C4-hauled working from Manchester to Plymouth via Banbury and Bristol, set a British record for the longest through working.
