Aside from the fact that most HECU Marines died in the Black Mesa incident (in combat with Xen creatures/ Freeman / after the nuke went off etc.), HECU is a military unit of the United States. In HL2, the world has already been destroyed by the Combine. There's no US anymore, let alone any organized army.

Mar 26, 2023 · The HECU have gas masks though which fits the hazardous environment, but the power armor they have in Opposing Force probably didn't exist. I like to think a lot of their equipment is whatever they had in stock from Black Mesa or laying in boot camp, which likely isn't that up to date when you're dealing with mass logistics like this operation.

Feb 12, 2023 · There's no indication that the soldiers Freeman fights on day 1 are HECU, and there are definitely non-HECU forces present at Black Mesa, such as the US Army Apache helicopters. We also never find out what Shepard's team's orders are, so it's not necessarily confirmed that all troops on site had the order to kill scientists on sight.

There is some cut sequence that shows common LD HECU grunts jumping off a green truck with white helmet, directly at the same spot in the robot operation sequence in HLOP4.
