Mark II I know that early on the HEV suit had a single battery supply that powered things like armor, flashlight, and long-jumping. To me it makes sense to think of it as part of the older models, before the Mark IV streamlined it.

If he received it to fight the Combine a ballistic vest still would sound more reasonable as you expect gunfight not radiation, electric discharge and blunt-force trauma (HEV suit protects you against according to wikia)
