If you do the task (1/100 chance for pet) then turn in the cape you get (1/200 chance), then both of those combined are giving you a 1/100+1/200=1/67 chance at the pet. Doesn't matter when you turn in the cape, but I'd do it after so if you fuck up at Jad you're not out of a cape.
