As per 23 U.S.C. 148(h) and 23 CFR 924.15, States are required to report annually on the progress being made to advance HSIP implementation and evaluation efforts.

The Kentucky Transportation Cabinet (KYTC) is responsible for performing Highway Safety Improvement Program (HSIP) evaluation, including project tracking and crash modification factor (CMF) development.
