Ki-44-ii is not increasing in its BR enough, it needs to go higher. Ki-84 ko with 200hp less would be a good 5.0~5.3 material. But it would be on par with Ki-44-ii, even with the better armaments.

However, it should be possible to just extrapolate the stats from the HE shell with a decent enough accuracy, but the devs do not seem to like doing this. Regardless, bomb capacity is most important, as well as the ability to carry Ki-148.
