Foster and adoptive parents are a valuable resource for children, their biological families, and the entire community. In addition to foster care and adoption, the state of Kentucky values relative and fictive kin caregivers and their dedication to children. Familial and fictive relationships and attachments are paramount for a child’s wellbeing.

There are several requirements for adults who want to become foster or adoptive parents. These requirements may vary slightly by agency, but most require some variation of the following:

In Kentucky, there are 8,084 children in out of home care with an average age of 9.8 years. There are 1,774 children with a goal of adoption; of those 1774 children, 855 are legally free for adoption; of those 855 children, 355 children do not have identified families at this time.
