They were introduced in 1897 and were essentially a larger version of the E3 Class. The cylinder diameter was reduced from 18 to 17.5 inches (457 to 444 mm) by the Southern Railway.

The third of RJ Billinton's 0-6-2 radial tanks was the E5 class of 1902 which was intended for working semi-fast outer suburban and country trains. Although outwardly very similar to the E4 class they were given larger, 5' 6" driving wheels and a longer firebox than the E4.

2013年4月8日 · These were a popular type on the Brighton and evolved from the Stroudley posthumous design of the E3 class to the Robert Billinton posthumous E6 class via the E4 and E5 classes. All except the last are covered in Burtt (1903): the last is covered without a drawing in Burtt (1946) on page 43.

Billinton replaced these with the D3, E3, E4, and E5 classes designed for London suburban services, during the 1890s. When steam locomotives became unable to cope with the increased suburban traffic and competition from electric trams in the early 20th century, it resulted in the electrification of the London suburban network.
