Vincent Raven's Class S3 (LNER B16) was a culmination of the North Eastern Railway's (NER) development of the 4-6-0 wheel arrangement started by Wilson Worsdell's Class S (LNER B13). When they first appeared in 1919, the B16s were described as "fast goods" locomotives, but this was later changed to the more appropriate "mixed traffic" description.

LNER 4-6-0 Locomotives. Originally introduced to Britain in 1894 for freight haulage, 4-6-0 locomotives ("Ten-Wheelers" in American railroad jargon) became the predominant type for express and mixed traffic duties. By 1948 4-6-0s in Britain were outnumbered only by 0-6-0s and 0-6-0Ts, and British Railways built more 4-6-0s than any other type.

NER/LNER B16/2 4-6-0 61435, after running round at Hawes station, during the RCTS 'North Yorkshireman Rail Tour' in April 1964. The loco entered service with the North Eastern Railway in 1922, and was rebuilt by Gresley in 1937. It was the last of its class in service, and was withdrawn in July 1964, and scrapped in November.
