Nm 06 Ammo was always loaded with 172/3 grain bullets and is fine for the garand.

Neither the HMR or the Mach2 is going to have the same affect on a ground hog as if you shot it with a high velocity 223 varmint bullet.

Also, I do not think the AP bullet was "the vast majority of ammo shot in combat and what became standard issue post WW2.." The M1 port pressure was designed around the IMR 4895 bun rate. Also, as you say, the port pressure is the important point, not the bullet weight.
