Modified Total Direct Cost (MTDC) base consists of all direct costs (expenditures) less certain categories of exclusions (modifications) as specified in 2 CFR Section 200.1.

A Facilities & Administrative (F&A) cost Base with a select group of direct costs, defined by the federal government (2 CFR 200.68). MTDC includes “…. direct salaries and wages, applicable fringe benefits, materials and supplies, services, travel, and up to the first $25,000 of each subaward (regardless of period of performance for the subaward).

MTDC is the base to which indirect cost rates are applied. Federal Uniform Guidance (2 CFR 200) requires MTDC as the distribution base when the de minimis rate is elected. Eligible Organizations: Non-federal entities which have never held a negotiated rate are eligible to elect the de minimis rate of 10% of modified total direct costs (MTDC).

The entity is a state or local government that has never received a federally recognized negotiated ICR AND receives less than $35 million in federal funding. The 15% de minimis ICR is applied to Modified Total Direct Costs (MTDC), which is defined per 2 C.F.R. 200.1 as:
