If available I'd suggest sending the email from your iCloud account to a third party email account you can access from your Mac, then test to see if you can receive the Mail Drop attachments.

It’s not in my outbox, sent messages or drafts. The recipient has also not received it. I do not have an iCloud email address set up or used Drop Mail before.
