NGC 7678 is a Spiral Galaxy in the Pegasus constellation. NGC 7678 is situated close to the celestial equator and, as such, it is at least partly visible from both hemispheres in certain times of the year. Given its B magnitude of 15.3, NGC 7678 is visible with the help of a telescope having an aperture of 20 inches (500mm) or more.

NGC 7678 (aka Arp 28) is a face-on spiral galaxy in Pegasus with a short bar and a pseudo inner ring that is not quite complete. One of its spiral arms is nearly as massive as the rest of the galaxy. H. Arp included it in his catalog of peculiar galaxies in his sub-class of "spiral galaxies with one heavy arm".
