Federal Information Processing Standard (FIPS) 201-2, Personal Identity Verification (PIV) of Federal Employees and Contractors, defines a reliable, Government-wide PIV system. It also includes an identity proofing process based on a background investigation and issuance of a common identification badge.

HSPD-12 badges are also known as Personal Identity Verification (PIV) cards and are a type of DOE security badge. The information embedded in each credential includes Personally Identifiable Information (PII) such as badge-holder’s name and biometric data.

HSPD-12 requires that all Executive branch agencies, including DOE, issue their Federal and contractor employees a common, secure, and reliable identification badge that can be used to grant access to Federally controlled facilities. The identification badge also permits employees to access Federally controlled information systems.
