However, if OSHA applies (such as at a workplace), then it appears that all electrical equipment that can be listed, must be listed.

I think people thought it applied to electrical premises equipment only (like switchboards, control panels, etc), but when a 1940's drill press or special heater/shaker was also required to be NRTL certified that is when it started causing problems.

It is required to be listed and the listing agency must comply with 110.3(C). 110.3(C) says the listing "shall be performed by recognized qualified electrical testing laboratories".
