Presidential Decree No. 979. PROVIDING FOR THE REVISION OF PRESIDENTIAL DECREE NO. 600 GOVERNING MARINE POLLUTION. WHEREAS, the marine environment and the living organisms, which it supports are of vital importance to humanity, and all people have an interest in assuring that it is managed and protected, and its quality is not impaired;

It is hereby declared a national policy to prevent and control the pollution of seas by the dumping of wastes and other matter which create hazards to human health, harm living resources and marine life, damage amenities, or interfere with the legitimate uses of the sea within the territorial jurisdiction of the Philippines. Sec. 3.

Violators of the decree face fines ranging from 200 to 10,000 pesos or imprisonment from 30 days to one year. Vessels discharging harmful substances may be fined and denied clearance from ports until penalties are paid. The Coast Guard may impose additional administrative penalties for effective enforcement.

This decree revises an earlier decree to strengthen the prevention and control of marine pollution in Philippine waters. It prohibits the dumping of oil, gases, liquids and other harmful substances from vessels or structures at sea. It also bans dumping refuse or other materials from shore or tributaries that could pollute navigable waters.
