The Palestine Liberation Organization (PLO) was based in Lebanon for a significant period of time (1960s-1982), using their set-up in the country to expand as an organization, gathering support and maintaining their armed struggle with Israel.

After Black September, the Cairo Agreement led the PLO to establish itself in Lebanon. In the late 1960s, and especially after the expulsion of the Palestinian militants from Jordan in Black September events in 1970–1971, Lebanon had become the base for PLO operations.

The withdrawal of PLO forces effectively ended its strong presence in Lebanon, marking a significant turning point in the Lebanese Civil War and in the Israeli-Palestinian conflict.
