I know the first line should be somewhere along the lines of X/Y eligibles, coupled with some leadership superlatives and job performance. While the second line is more superlatives with a push of Def promote, promote, DNP, etc.

SUBJECT: Promotion Recommendation Form (PRF) Guide. 1. “Promotion is not a reward for past service, it is an advancement to a higher grade based on past performance and future potential” according to AFI 36-2501, para. 2.1.

All officers eligible for consideration to the grade of lieutenant colonel and colonel will have an AF Form 709 Promotion Recommendation Form (PRF) completed and submitted to the selection board. The promotion cycle begins about 120 days before the board convenes.

Use AF Form 78, Air Force General Officer Promotion Recommendation, to docu- ment performance and promotion recommendations for certain general officers (see Chapter 7 for details).

Essentially, the Narrative-Only and Recommendation-Only PRFs are "married up" to form the overall PRF. The PRFs are filed in the Officer Selection Record for use by the Central Selection Board. If not selected for promotion, the Narrative-Only PRF is retained for the next evaluation cycle for as long as the officer is in student status.
