(1) This Policy prescribes the grading scale and grading awards that report student achievement and record administrative processes. (2) This Policy applies to Award Courses Policy and credit point based units, it does not apply to higher degree research (time-based study). Academic grading in Australia - Wikipedia
Raw marks for students who fail are not scaled and do not increase the allocations of higher grades. Some universities also have a Pass Conceded (PC) grade for marks that fall in the range of 45–49 inclusive. A few universities do not issue numeric grades out of 100 for individual subjects, instead relying on qualitative descriptors.

(1) QUT expects students to maintain a satisfactory level of academic performance which will allow for satisfactory academic progression through a course. Satisfactory performance is demonstrated by achieving passing grades and by making reasonable progress towards completion of the award course within time limits.

A grade of 3 (low pass) can count towards course completion, in some courses, if it was achieved prior to 1 January 2009, and you haven't exceeded the maximum number of grades of 3 permitted for your course. Grades of 3 incurred in units after 1 January 2009 are fail grades and won't count towards your degree.
