JLC, IWC, Longines and Omega all had watches that met the Mark XI specificiation luminous markers at 3, 6, 9, 12 5 dial variants (3 RAF, 2 RAAF). Broad arrow on dial was most likely added after coming from JLC.

Here, we have a JLC Mark XI from the last year of its production run in nice condition. This example was issued to the Royal Australian Air Force (RAAF), as designated on the caseback. As per the regulations of the RAAF, this watch has a "broad arrow" proof mark on the caseback and the movement has non-fixed spring bars.
