Route 21 is a state highway in Northern New Jersey, running 14.35 mi (23.09 km) from the Newark Airport Interchange with US 1-9 and US 22 in Newark, Essex County to an interchange with US 46 in Clifton, Passaic County.

The extended NJ 21 Freeway was part of a far-reaching plan to revitalize Newark and boost the Newark-Elizabeth intermodal port area. Existing sections of NJ 21 (McCarter Highway), a four-lane arterial boulevard with turning lanes, feature substandard clearances (some less than 13 feet) between downtown Newark and Newark Airport.

2013年1月18日 · The New Jersey Department of Transportation (NJDOT) has improved and reconstructed Route 21 (McCarter Highway) and, at the same time, NJ TRANSIT built the first segment of the Newark City Subway Extension (NCSE), a light rail project.

NJ 21 was built in several parts over a period of nearly 70 years. Its original section assumed McCarter Highway in Newark (which runs largely alongside the Pennsylvania Railroad tracks) in the 1930s.

It begins at US 1/US 9 as a freeway but then descends into the streets of Newark as a boulevard with traffic lights after a few exits. North of Newark, it becomes a freeway again, eventually ending at US 46 in Clifton.
