Corine, an injured foot pad can become a real nightmare if not treated properly or it becomes infected. I would highly recommend you have him checked by your family veterinarian to evaluate the pad and start him on oral antibiotics. In the meantime, this is what you can do: 1- Need to stop him from licking or it is not going to get better.

Customer: I have a 2 1/2 day old pug puppy whose skin was ripped from one side to the other flank to flank during delivery. I rushed him to the ER and they used surgical glue and put stitches to hold him shut. They told me to keep the mom from licking it and to keep the other puppies from straining it by standing on him or whatever.

Unless your pug has a bleeding disorder (unlikely) the bleeding will stop. After packing the area with corn startch, see how a firm wrap around the paw works. You'll need to remove such a firm wrap within 30 minutes, however.
