LEGISLATIVE COUNSEL'S DIGEST SB 31, as amended, Jones. Encampments: sensitive areas: penalties. Under existing law, a person who lodges in a public or private place without permission is guilty of disorderly conduct, a misdemeanor.

SB 31 strikes an appropriate balance between accountability and compassion while tackling the homelessness crisis and putting public health and public safety as the top priority.

Requires the Housing and Community Services Department to study housing. Directs the department to submit findings to the interim committees of the Legislative Assembly related to housing not later than September 15, 2026. SB 31 - For all tax years beginning on or after January 1, 2024, this act allows members of the State Highway Patrol and peace officers, as such terms are defined in the act, to deduct a percentage of such taxpayer's income derived from such employment from the taxpayer's Missouri adjusted gross income.
