SB 993 (Becker) Page 5 of 8 Bill prohibits rate shifts between classes, but cost shifts within a class may be inevitable. While this bill aims to limit the rate impact of establishing a discounted rate tariff, costs associated with discounted tariffs are almost always borne by other customers.
