Since something is created from nothing, an opposite force (unmaking) also comes into being. Usually it's just released to harmful effects, but 1915 made sure it was safely stored for the narrator to find.

I believe the concept is that he "hid" a significant portion of his reality warping power, which was found by someone else and used to create the one thing that could defeat the SCP, anomalies, and various GOI in the Foundation universe- the concept of "nothing."
