SCP-3143 is, itself, a fictional entity (an 'intrafictional construct') -- similar to Fred, but with the ability to actually 'collapse' reality (temporarily) into its narrative. In order to interact with this entity, the Foundation creates their own fictional department (complete with fictional employees) to try and take control of the narrative.

You’ll notice the nametags that represent Murphy Law change from “Murphy Law” to “SCP-3143” and then to “ME.” In SCP-3143, Murphy Law is deconstructed and broken down, becoming “Murphy Lawden,” Murphy’s author and a completely different person. The same thing is occurring here.
