In August 2023, the Texas Comptroller of Public Accounts provided guidance on the expenditure of Senate Bill (SB) 22 funds for salaries. We recommended eligible entities could “raise salaries” at the beginning of their fiscal year and “backfill” the cost with grant money when received from the Comptroller’s office.

If a county has encumbrances for fiscal 2024 salaries before receiving SB 22 grant funding, the county will be able to backfill its budgeted funds over the months leading up to disbursement of grant funds.

22 23 24 1 (d)AAThe comptroller shall award a grant to a qualified county that applies for the grant using money appropriated to the comptroller for that purpose. The grant must be in the following applicable amount: (1)AA$250,000 if the county has a population of less than 10,000;
