SEAD 3 establishes standardized reporting requirements across the federal government for all “covered individuals” (defined on Slide 5) who have access to classified information or hold a sensitive position.

3. "Cohabitant": A person with whom the covered individual resides and shares bonds of affection, obligation, or other commitment, as opposed to a person with whom the covered individual resides for reasons of convenience (e.g. a roommate).

B. PURPOSE: This Security Executive Agent (SecEA) Directive establishes reporting requirements for all covered individuals who have access to classified information or hold a sensitive position.

All persons at NIH who hold a sensitive position, have an active security clearance, or have access to classified information, also known as SEAD-3 covered personnel, must report all unofficial personal foreign travel a minimum of 30 days prior to travelling by completing the HHS Pre-Travel Reporting Form.

Establishes and oversees efforts to automate and centralize reporting requirements by covered individuals that include required data elements identified in SEAD 3, Appendix A; as well as mechanisms for the approval and disapproval of such individuals’ unofficial foreign travel.

SEAD 3 requires that unofficial contacts be reported if the contact is continuing; involves bonds of affection, personal obligation, or intimate contact; or any contact that involves the exchange of personal information.
