DoD has amended 32 CFR Part 117, the NISPOM Rule to extend the compliance date solely for foreign travel reporting until no later than 18 months from the effective date of the rule for those contractors under DoD security cognizance. The reporting of the foreign travel component of SEAD 3 must begin no later than August 24, 2022.
B. PURPOSE: This Security Executive Agent (SecEA) Directive establishes reporting requirements for all covered individuals who have access to classified information or hold a sensitive position.
Reporting Requirements for Sensitive Positions (SEAD-3)
All persons at NIH who hold a sensitive position, have an active security clearance, or have access to classified information, also known as SEAD-3 covered personnel, must complete SEAD-3 reporting Requirements Training on an annual basis.
Establishes and oversees efforts to automate and centralize reporting requirements by covered individuals that include required data elements identified in SEAD 3, Appendix A; as well as mechanisms for the approval and disapproval of such individuals’ unofficial foreign travel.
