SEELE (German for "soul") is a secret and mysterious organization with influence over world governments and organizations in the Neon Genesis Evangelion franchise. The Human Instrumentality Committee without Gendo.

SEELE (ゼーレ?) was a mysterious group of beings shown in Rebuild of Evangelion film series to have significant influence over NERV. SEELE's goal was to start the Human Intrumentality Project via an "impact" event. The project was meant to exterminate all life on Earth and replace it with lifeforms born with the "fruit of life".

Seele在德语中，是“灵魂”的意思，在中国也有译作“全灵”的。然而，也许很多人没想到，全灵这个译名在中国至少也有六十年的历史，算是个老字号用语了。而且就庵野所描绘的这个Seele，非常适合套用“全灵”这个译名。
