These units were numbered 7150-7159, and were almost exclusively assigned to the Kaiser Steel Ore Trains, which hauled iron ore from Ferrum (on the north shore of the Salton Sea; junction with the Kaiser Steel Eagle Mountain Railway) to the steel mill in Fontana (now closed).

In early 1966 General Electric began offering the 2800 horsepower U28C. A total of 28 look-a-like U28Cs were built between February 1966 and July 1966 as Chicago Burlington and Quincy #562-577 and Northern Pacific #2800-2811.

2025年1月1日 · The U28C was General Electric's second six-axle model and virtually identical to its predecessor (U25C) save for a slight increase in horsepower. When the U28C was cataloged many roads were still not embracing high-horsepower, six-axle models.

While EMD and ALCO offered 3,000 hp diesel locomotives as early as 1965, GE delivered some U25Cs uprated to 2,750 hp. The first six-axle U28C with 2,800 hp were delivered in November 1965 and the first four-axle U28B in January 1966. In the same year the power was increased to 3,000 hp, which led to the U30B and U30C.
