I've ran 1366x768 for ages and don't recall it going off screen like this (haven't ran since Stellaris dropped 3.8). Plus I distinctly remembered the Resettle and Decisions buttons being usable and located above the Sector and Designation area, so seems to be a 3.8+ issue.
