With the road to Tule, a town most probably required to pass through to reach the Wind Shrine, now blocked, the road to the Wind Crystal is also blocked. Drat it all. Let's go north and see what kind of crazy plan we can cook up.

Your first goal upon leaving the Wind Shrine should probably be heading to Tule. Located to the southwest of the Wind Shrine, not far from the Pirate Hideout where you gained your ship, it’s a small town with a variety of items to find and things to do.

At the beginning of FF5, when the party visits Tule (but before Faris has left her pirate crew), if you visit the Pub, Faris is upstairs sleeping. Bartz and Galuf will go into Faris's room one at a time, and when each of them come out, they are smitten (with a heart over their head).

The purple wizard-guy near the entrance of town wants to take you to the Greenhorn's Club. It's a good idea (although you could've walked yourself); it's on the southern-west edge of Tule. Claim your status as a beginner upon entrance an you'll be granted passage. There's a lot of info available here, but we're just stopping in for the treasure.
