2019年1月22日 · Recently installed all the recent updates for Windows 10 and now all of my folders and file icons have two circular blue arrows on the lower left corner.

Take a screenshot of the "Shortcut" tab of the icon Properties window. Use the shortcut "Windows + Shift + S" to use the screenshot tool. Then, do the same on the other icon. After doing this for both icons, send the screenshots so I can see what the difference is between the two and which one you can safely delete. I await your reply.
