ICAO’s Universal Safety Oversight Audit Programme (USOAP) focuses on a State’s capability in providing safety oversight by assessing whether the State has implemented the critical elements (CEs) of a safety oversight system effectively and consistently.

As of January 1, 2024, the International Civil Aviation Organization (ICAO) has diligently carried out Universal Safety Oversight Audit Programme (USOAP) activities in 187 Member States. This remarkable achievement represents 97% of all Member States that bear safety oversight responsibility for an impressive 99% of international air traffic.
