However, some of them have the copper edited, like with different cloths, hats, appearance, or holding something appropriate, like the STOP sign or anti-furry banners.

The UTTP (short for UTubeTrollPolice) is an online group focused on cyberbullying, propaganda, extremism and hateful ideologies, most notably targeting specific internet fandoms. It was founded on February 13, 2011 by Thomas Parkinson (also known as Tommy Parky or southparkstudiosable).

I did a very similar research about that a while back, that's Police Man Ganson and it was likely drawn by AbiClipart in a openclipart website back May 13, 2005 and was uploaded online in December 12, 2005 according to Wikimedia Commons.
