The Via Rail FP9ARM is a re-manufactured version of a GMD FP9A diesel passenger locomotive, rebuilt between 1983 and 1985 by Canadian National Railways at their Pointe St-Charles shops. In the early 1980s, Via was suffering from reliability problems with its motive power.

VIA Rail Canada 6000-6006, 6100-6148, 6200-6225, 6250-6251, 6302, 6350-6351, 6356-6357, 6401, 6450, 6453, 6475 are Budd RDC self-propelled diesel multiple unit passenger cars originally built between 1949 and 1958.

VIA Rail Canada 6300-6314 were GMDD FP9ARM locomotives. VIA inherited a large fleet of aging locomotives from CN and CP upon its formation, and by the early 1980s these were in varying states of disrepair. To steady the fleet until new equipment could be ordered, fifteen FP9A locomotives were remanufactured between 1983 and 1985.

In 1997, seven of these locomotives received Head End Power (HEP) packages to provide electric power to the train: VIA 6300, 6302, 6304, 6307, 6308, 6311 and 6313.
