To Zeus 23. Of Zeus, best and greatest of the gods, I will sing, the wide-sounding ruler, the one that brings to fulfilment, who consults closely with Themis as she sits leaning against him.

This hymn is a short tribute to Zeus, "the best and the greatest of gods" and the greatest of Kronos's sons. Zeus is the god who murmurs wise words to Themis as she leans forward to listen to him. "Be gracious," the speaker requests of Zeus as the hymn ends. Themis is the goddess of justice and divine law and is also worshipped for her prophecies.
